INTRODUCTION:
The Animal Races are common phenomenon around
the globe and also in India since generations. It can be Horse race, Bull race,
Bullockcart race, Camel race, Polo, Chogan etc. Importance of these events are
attached with traditional rituals also.
THE JALLIKATTU The Jallikattu (or Sallikkattu), also
known as Eru thazhuvuthal and Manju virattu, is a
traditional sport in which a Bos indicus.bull,
commonly of the Kangayam,
Pullicovil, Ambavadi etc breeds is
released into Arena. Human participants attempt to grab the large hump of the
bull with both arms and hang on to it while the bull attempts to escape. Participants hold the
hump for as long as possible, attempting to bring the bull to a stop. In some
cases, participants must ride long enough to remove flags on the bull's horns
Jallikattu is typically practiced in the Indian state of TamilNadu aa part of Pongal celebrations on
worshiping days commencing from Mattu Pongal in Mid January and prolong till end May every year .
Etymology -Ancient Tamil Sangams described the practice as Yeru thazhuvuthal
(Tamil: ஏறு தழுவல்),literally
"bullembracing" Themodernterm Jallikattu (ஜல்லிக்கட்டு) isderived from salli (coins) and kattu (package),
which refers to a prize of coins that are tied to the bull's horns and that
participants attempt to retrieve.Manju virattu (மஞ்சு விரட்டு)literally means"bull
chasing".
History : Jallikatu has been known to be practiced during the Tamil classical
period (400-100 the ancient people Aayars BC 2,500Years
old) It was common among who lived in the ‘Mullai’ geographical
division of the ancient Tamil country. Later, it became a platform for
display of bravery and prizes were introduced for participation
encouragement. A seal from the Indus Valley Civilization depicting the practice is preserved in the National Museum,New Delhi.

to be about 2,500years old. Human and humane relations are known from
the commencement of habitation. The largest Bull statue in
Tanjvour’s Pargitshver temple
constructed by Chola dynasty more than 1,000 years earlier shows the pose of
Bull participating in Jallikattu
These animals were
wealth denoting the prosperity of a village. Particularly,
Milch, draught animals like, Bulls, Buffalo, Horse, Camel,
elephants are used etc are used for Agriculture, Irrigation, harvesting, oil
extraction, prime movers, transportation, carriage,

sports, worship etc in
days of peace and also in war.
CONTROVERSY : An investigation by the Animal Welfare Board of India
concluded that "jallikattu is inherently cruel to animals".Animal
welfare organisations, the Federation of Indian
Animal Protection Organisations(FIAPO) and PETA India have protested against the practice since 2004.
Protestors claims that Jallikattu is promoted as bull taming,
but it exploits the bulls' natural nervousness as prey animals by deliberately
placing them in a terrifying situation in which they are forced to run away
from those they perceive as predators and the practice effectively involves
catching a terrified animal. Along with human injuries and fatalities,
sometimes bulls themselves sustain injuries which people believe as a bad omen
for the village. Other animal welfare concerns surround the handling before the
bulls are released. Practices include prodding the bull with sharp sticks or
scythes, and extreme bending and biting of the bull's tail.
In 2011 silently by an executive order BULL
was placed in Non Performing Animals along with Lions Tigers etc. This group of
PFA, FIAPO, PeTA, HIS,CUPA,HAS, PFCI, USI, BLUE CROSS etc planned
and involved AWBI. The game started. Mr. Mannilal Vilayte of PeTA, Abhishek
Raje, Manoj Oswal of PFA Poona and PeTA prepared a Report on Jalli kttu and
provided false and readymade evidence from ground reality of
cruelties if any happened in the field
and use of medicine, liquor
injuries etc. are not an authentic information.

BEHIND JALLIKATTU
For the greed of foreign funding , false &
cooked information submitted by AWBI to
court under guidance of foreign agencies . Hence, it has to be withdrawn by
AWBI immediately & a high level
enquiry to be conducted without further delay. The appointment of these persons
and acceptance of their Report for the placement to Honourable Supreme Court of
India itself is an urgent need of inquiry for verification of existing records
and procedures followed by AWBI for gathering
of information.
Because , as a Government Organisation , the
AWBI was involved and misused its
powers in a pre-planned manner. Indeed , the AWBI should not invite outside
agencies/foreign organisations for such sensitive and important issues related
to culture, ethics, ecology , environment and socio-economic development related
to agrarian society of a unique State ,
is now suffering from various challenges
like water , food , natural calamities etc. Deliberately, the factual status of Jallikattu were kept
behind curtain and therefore , the
petition was prepared and filed in Honourable Supreme Court of India by the
followling agencies/agents working under influence/ guidance of
foreign organisations and
filed in Honorable Supreme Court of India by the following:

THE STORY OF YOUNGESTERS’ PROTESTS ON BAN :
The history of the Jallikattu ban by Supreme Court which is now
protested by youngsters of Tamilnadu is a conspiracy and preplanned strategy of
AWBI .
The Animal
Welfare Board of India filed a case in
the Supreme Court of
India for an outright ban on Jallikattu
because of the cruelty to animals and the threat to public safety involved.
On 27 November 2010, the Supreme Court permitted the Government of
TamilNadu to allow Jallikattu for five months in a
year and directed the District Collectors to make sure that the animals that participate in
Jallikattu are registered to the Animal Welfare Board and in return the Board
would send its representative to monitor the event
The Government of Tamil
Nadu ordered that 2 lakh (US$3,000)
be deposited by the organizers in case of an accident or injury during the
event and enacted a rule to allow a team of veterinarians be present at the
venue for certifying the bulls for participation in the event and to provide
treatment for bulls that get injured.
The Ministry of Environment and Forests issued a notification in 2011 that banned the use of bulls
as performing animals, thereby banning the event But the practice
continued to be held under
Tamil Nadu Regulation of Jallikattu Act No 27 of 2009. On
7 May 2014, the Supreme Court of
India struck down
the state law and banned Jallikattu altogether.

The Supreme Court noted that any flouting of the ban should
result in penalties for cruelty to animals under The Prevention of Cruelty to
Animals Act, 1960. The court also asked the Government of India to amend the law on preventing cruelty to animals to bring
bulls within its ambit. The Supreme Court also ruled that cruelty is inherent
in these events, as bulls are not anatomically suited for such activities and
making them participate is subjecting them to unnecessary pain and suffering,
so such events were outlawed.
In May 2014, the Supreme Court of
India banned the practice, citing animal
welfare issues. On 8 January 2016, the Government of India passed an order exempting Jallikattu from all performances
where bulls can not be used, effectively reversing the ban. However, on 14 January 2016, the Supreme Court of India upheld
its ban on the event, leading to protests all over Tamil Nadu.
On 8 January 2016, the Ministry of Environment and Forests permitted the continuation of the tradition under certain
conditions, effectively ending the ban; however, this was overturned by
the Supreme Court on 26 July 2016.
On 16 January 2016, the World Youth Organization protested at
Chennai against the stay on ban on conducting Jallikattu in Tamil Nadu. WYO also demanded a ban on PETA in India.
On 8 January 2017, some anonymous groups conducted a well
organized rally at Chennai Marina opposing the ban on Jallikattu. The participants walked
from the lighthouse to labour statue bearing posters saying ‘save
Jallikattu'. It is reported that there were hundreds of participants in
the rally. Given the well-planned nature nature of the agitations its vivid
that several Christian NGOs are involved in fueling the agitation among the
public. Intelligence officials had concluded that the Church, NGOs and various
evangelist organisations and even Islamic organizations are funding and aiding
this ban. few Churches openly conducted prayer mass and rally against the
Supreme Court ruling Following the protests at Chennai, many students
started rallies in various towns of Tamil Nadu.
After hearing the petitions which were led by the Animal Welfare Board of India challenging central
government's notification, the Supreme Court of
India on 12 January
2017 ordered a stay, issued notices to the central
government and Tamil Nadu
Government and later refused tolift the
stay. Numerous Jallikattu events were held across Tamil Nadu in protest of
the ban, and hundreds of participants were detained by police in
response. The Supreme Court has agreed to delay its verdict on Jallikattu
for a week following the Centre's request that doing so would avoid unrest.
Attorney General Mukul Rahotgi informed the Supreme Court bench
that the people of Tamil Nadu are "passionate" about Jallikattu and
that the issue is being resolved between the Centre and the State government.
Central Government stand was openly criticized unethically by some Respected
then AWBI members like Sri NG Jayasimha, Anjali Sharma etc
Enactment of TN PCA
(Amendment) Act.2017
Tamilnadu Chief Minister Sri O Paneer selvam looking the burning
Tamilnadu approached Central Government and brought an Ordinance on the subject
and TN Prevention of Cruelty to
Animal(Amendment) Act 2017 was enacted with the accent of Governor TN.
The Change of guard at
National level brought these illicit efforts in the notice of NDA Honourable
Minister and Animal Welfare Division. AWBI was asked to proceed against the Ban
BUT we saw the total defiance of ministry directions and legal process. AWBI
proceeded along with above named petitioners to Hon’ble Court against Ministry
orders of even pulling Bull out of non performing animals list.
AWBI Chairman Sri SP
Gupta (former IAS) took the stand very clear by informing that AWBI mandate is
not to go against any tradition or ritual but to see the events cruelty free, free
from pain. A Jallikattu inspection team was organized to inspect, monitor,
advise and report under the Convener ship of Ex AWBI Member Dr.SK Mittal LLM,
Ph.D whose report on Slaughter Houses was accepted by Honorable supreme Court
of India earlier.

ON CO-OPERATION AND SUPPORT TO COMPLY THE JALLIKATTU GUIDELINES IN TAMILNADU :
THE CHAIRMAN, AWBI

The Chairman of the Animal Welfare Board of India (AWBI), Shri SP
Gupta , former IAS has cleared the stand on the issue of Jallikattu that Board
will not take any chance where animals’ would be effected from any distress and
pain .
Hence , our aim is to prevent cruelty to animal not to heart the
sentiments and emotion of the people. Shri Gupta said that we have to respect
and regard our traditions and culture of the State by making a balance without
the cost of animals. The AWBI will not compromise with any cruelty and torture
to animals and if any one is violating the Rules , we will take stringent
action against the lawbreakers .
We are therefore , issuing the guidelines for organizing
Jallikattu to insure the cruelty free event. However , the success depends on
cooperation and support of Tamilnadu government to comply with guidelines in
the State. “ The AWBI has formed an inspection team consisting of 6 members
including Director Animal Husbandry(AHD), Tamilnadu to observe the Jallikattu events
by collecting of photos and videos of events during the year. The DHT has been
requested to nominate representatives to work with AWBI Team.
The inspection team has been requested to contact the district
collectors concerned to coordinate the inspection where the event is proposed
to organize. The Chairman , AWBI has said that only those bulls will be allowed
to take part in event which are registered with Board. The Board has framed a
complete set of guidelines for the conducting the events to prevent infliction
of cruelty and unnecessary pain or any suffering of bulls (guidelines
enclosed). The inspecting team is directed for the strict compliance of the
guidelines and asked to submit the details of action taken report along with
videography to Board for information and record”, said Chairman, AWBI .
Shri Gupta said that the Tamilnadu government has already been
requested to take immediate action by issuing circulars/notifications as per
guidelines of the AWBI to the authorities concerned to all the precautionary
measures to use the bulls. The Board has requested the government to issue the
district- wise notification and a copy of notification to be forwarded to AWBI
in advance for further necessary action.For proper inspection, Chairman may visit
the spots to ensure the inspection. He said that if required , the Board
Members would be requested to join the inspection.

NOTIFICATION
Under
sub-section (2) of section 3 of the Prevention of Cruelty to Animals
Act, 1960 (Central Act 59 of 1960), as amended by the Prevention of
Cruelty to Animals
(Tamil
Nadu Amendment) Ordinance, 2017(Tamil Nadu Ordinance 1 of 2017), the Governor
of Tamil Nadu hereby makes the following Rules, namely:—
RULES
1. Short title.— These rules
may be called the Tamil Nadu Prevention of Cruelty to Animals (Conduct of Jallikattu)
Rules, 2017.
2. Definition.— In these rules, unless
the context otherwise requires,—
(1) ‘Act’ means the Prevention of Cruelty to
Animals Act, 1960 (Central Act 59 of 1960);
(2) “Collector” means
the Collector of the Revenue District.
3. PROCEDURE FOR CONDUCT
OF JALLIKATTU
(1) Any individual,
organization or group, herein called as organisers, intending to conduct
Jallikattu in such places and on such days as may be notified by the Government under
clause (dd) of section 2 of the Prevention of
Cruelty to Animals Act, 1960 (Central Act 59 of 1960),
shall inform in writing to the Collector of the District .
(2) The organizers shall also obtain
prior permission from the Collector for the persons as well as their bulls for
participating in the Jallikattu event. The
Collector shall ensure that the names
and other particulars of the participants in the Jallikattu are registered.

(3) The Collector shall, on grant of
permission for any Jallikattu, cause aninspection of the venue selected for the
conduct of Jallikattu.
(4) The Collector shall form a
‘Committee on Jallikattu’ comprising of officialsfrom Revenue, Animal
Husbandry, Police and Health Departments to
oversee and monitor the conduct of
Jallikattu and ensure that the Jallikattu is conducted in conformity with these
rules.
(5) The organizers shall ensure that
the bulls are put to proper test by the authorities of the Animal Husbandry
Department and that no performance
enhancement drugs, irritants, etc. are
administered to the bulls in anyform.
(6) The Collector shall, with the
assistance of experts of Animal Husbandry Department, ensure that the bulls are
free from any diseases and not
intoxicated or administered with any
substance with the object of making them more aggressive or ferocious.
(7) The organizers shall conduct
Jallikattu in a open ground with the following facilities.
(a) The bulls shall be provided rest
for a minimum of 20 minutes before they are brought into the arena.
(b) In the holding area, each bull
shall be provided adequate space to exhibit the normal behaviour. Each bull
shall be provided a minimum space of 60 square feet. Adequate feed and water
shall be provided to the bulls and they shall be allowed to perform their
normal physiological functions. The owner of the bull shall always be by the
side of the bull to assure the psychological safety and security of the bull.
(c) The bulls shall be under the
constant monitoring of Veterinarians of the Animal Husbandry Department and
Police Personnel to ensure the safety, security and the well being of the
bulls.
(d) The bulls shall be thoroughly
observed for any physical injuries to the body parts like mutilated ears,
fractured tail, etc. by Veterinarians of the Animal Husbandry Department. If
any injury is found, they shall not be permitted to participate in the event
and shall be sent back.
(e) The bull holding area shall be
provided with adequate roofing (shamiana / thatched roof) so as to protect the
bulls from rain orsunlight.
(f) The holding area shall be
maintained neat, clean and hygienic. All wastes like dung and organic wastes
shall be cleared then and there and disinfectants shall be used liberally to
ensure complete hygiene.
(g) Closed circuit cameras shall be
fixed at vantage points and all the activities shall be monitored and recorded.
4. EXAMINATION OF BULLS :-
(1) The bulls shall be compulsorily
subjected to veterinary examination by the qualified veterinarians of Animal
Husbandry Department.
(2) The participating bulls shall be
examined for general health by clinical
examination. Bulls showing symptoms of
fatigue, dehydration, restlessness, etc. shall be identified and not permitted
to participate further in the event.
(3) The bulls shall also be
specifically examined for possible alcohol abuse and any animal which is
subjected to such abuse shall not be permitted to participate in the event.
(4) The bulls shall be taken to the
entry point from where their nose ropes shall be undone by the owners and the
bull is let inside the arena.
(5) The bull examination area shall be
provided with roofing (shamiana /thatched roof) so as to protect the bulls from
rain or sunlight.
5. ARENA:
(1) Arena shall be at least a 50
square metre area. The bulls have to be embraced by the participants within this
50 square metre area.
(2) The participants shall not be
permitted to stand in front of the bulls as they enter the arena. They shall
also not be permitted to block the exit way for the bulls. The participants
shall be permitted only to embrace the bulls by their hump and run along with
the bull for 15 metres or for30 seconds or sustain three jumps of the bull. The
participants shall not hold on to the tail, horns using their hands or restrict
the movement of the bulls by holding on to the bulls’ legs. The participants
violating these guidelines shall be liable to be debarred from participating
further in the event. The 15 metre area shall be liberally strewn with coir
pith for cushioning effect to prevent any injuries to the bulls or
participants.
6. BULL RUN AREA:
(1) The area after the bull embrace
area upto the Bull collection yard is the Bull Run area. A strong double
barricade should separate the

constructed from atleast 15 metres
beyond the point where the bulls are released so as to minimize the noise from
the spectators at the time of the bull release.
(2) After the run of 15 metres, when
the bulls enter the bull run area, theparticipants are not to be allowed to
touch the bulls. The Bull Run area should cover a minimum of 100 metres length
to facilitate the bulls to the exit without any anxiety into the collection
yard. The entire activity starting from entry of the bulls into the arena upto
the bull collection yard shall be completed in 60 to 120 seconds.
7. BULL COLLECTION YARD:
(1) The bull collection yard shall be
made out of bounds for others. Only the bull owners or their authorised
personnel shall be allowed to enter the bull
collection yard. A minimum of 60
square feet area shall be made available for each bull and at a time. The bulls
after completing the run will enter the collection yard, which shall also be a
double barricaded area. The owner or a person authorised by the owner who is
familiar with the bull shall receive the bull at the collection yard and peg
it. Water and feed shall be provided to the bull. After ensuring adequate rest
for the bull (minimum of 20 minutes), the bulls shall be taken back home by the
owners.
(2) The bull collection yard shall be
provided with roofing (shamiana / thatched roof) so as to protect the bulls
from rain or sunlight. Closedcircuit cameras shall be fixed at vantage points
in the bull collection area and all the activities shall be recorded. A
Veterinary team shall be posted in the collection yard so as to provide
immediate attention to the bulls that have completed the event. A posse of
police personnel shall also be present in the collection area.
8. SETTING UP OF GALLERY :-
(1) The organizers shall fix up the
gallery for the spectators to sit and watch the event and the gallery shall be
made with strong structures duly certified by the Public Works Department
officials.
(2) The Collector shall ensure double
barricading of the arena at the minimum of eight feet height so that bulls will
not jump the double barricading and cause injuries to the spectators.
(3) The Collector shall ensure that
the number of spectators in the gallery shall not exceed the limit prescribed
by the Public Works Department.
9. MISCELLANEOUS :-
(1) The participants shall be put to
thorough check up by a medical team constituted by Collector shall ensure
deployment of additional medical facilities like extra ambulance vehicle,
serving doctors, veterinarians etc., for ensuring the safety of the
participants as well as the bulls. The Collector shall strictly ensure that the
bulls are not physically abused just before it is released into the arena.
Further, the nose rope / face rope of the bull should be snapped only by the
owner or his representative in the presence of theauthorised officials.
(2) All the structures in the arena
including barricades, bull collection yard, etc., wherein the bulls might come
in contact during the conduct of the event must not have sharp protruding ends
that might cause injuries to the bulls.
(3) Emergency exits to facilitate
swift removal of bulls must be provided. Provision for emergency transportation
of participants as well as bulls in case of medical emergencies must be ensured
at the venue.
(4) The Collector shall ensure to
videograph the entire event and provide the same to the Government as and when
required.

Ex-IV-2(20)Short title and
Commencement.
The following Act of the Tamil Nadu
Legislative Assembly received the assent of the President on the 31st January
2017 and is hereby published for general information:-
ACT No. 1 OF 2017.An Act to amend the
Prevention of Cruelty to Animals Act, 1960 so as to preserve the cultural
heritage of the State of Tamil Nadu and to ensure the survival and wellbeing of
the native breeds of bulls.

BE it enacted by the Legislative
Assembly of the State of Tamil Nadu in the Sixty-seventh Year of the Republic
of India as follows:—
1. (1) This Act may be called the Prevention
of Cruelty to Animals (Tamil Nadu Amendment) Act, 2017.
(2) It shall be deemed to have come
into force on the 21st day of January 2017.
2. In section 2 of the Prevention of
Cruelty to Animals Act,1960 (hereinafter referred to as the principal Act),
after clause (d), the following clause shall
be inserted, namely:—
“(dd) ‘’Jallikattu’’ means an event
involving bulls conducted with a view to follow tradition and culture on such
days from the months of January to May of a calendar year and in such places,
as may be notified by the State Government, and includes “manjuviratu”,
“vadamadu” and “erudhuvidumvizha”.”.
3. Section 3 of the principal Act
shall be re-numbered as sub-section (1)
of that section and after sub-section
(1) as so re-numbered, the following sub-section shall be added,
namely:—Central Act 59 of 1960. Amendmentof section 2.
Amendment of
“(2) Notwithstanding anything
contained in sub-section (1), conduct of ‘Jallikattu’, subject to
such rules and regulations as may be framed by the State Government, shall be
permitted.”.
4. In section 11 of the principal Act,
in sub-section (3), after clause (e), the following clause shall be added,
namely:—
“(f) the conduct of ‘Jallikattu’
with a view to follow and promote tradition and culture and ensure
preservation of native breeds of bulls as also their safety, security and well
being.”.
5. The following proviso shall be
added to section 22 of the principal Act, namely:—
“Provided that nothing contained in
this section shall apply to conduct of ‘Jallikattu’.”.
6. In section 27 of the principal Act,
after clause (b), the following clause shall be added, namely:—
“(c) the conduct of ‘Jallikattu’ with
a view to follow and promote tradition and culture and ensure survival and
continuance of native breeds of bulls.”.
7. After section 28 of the principal
Act, the following section shall be inserted, namely:—
“28-A. Saving in respect of ‘Jallikattu’.—
Nothing contained in this Act shall apply to ‘Jallikattu’ conducted
to follow and promote tradition and culture and such conduct of ‘Jallikattu’
shall not be an offence under this Act.”.
8. (1) The Prevention of Cruelty to
Animals (Tamil Nadu Amendment) Ordinance, 2017 is hereby repealed.
(2) Notwithstanding such repeal,
anything done or any action taken under the principal Act, as amended by the
said Ordinance, shall be deemed to have been done or taken under the principal
Act, as amended by this Act.

AWBI GUIDELINES
ON CONDUCT OF JALLIKATTU EVENT
i. Jallikattu event
involving bulls will be conducted in such places, as notified by the State
Government in Tamil Nadu.
ii. It is stated that the
Government of Tamil Nadu has enacted Prevention of Cruelty to Animals (Tamil
Nadu Amendment) Act, 2017 and Tamil Nadu Prevention of Cruelty to Animals
(Conduct of Jallikattu) Rules, 2017 which allows the conduct of Jallikattu. As
per Rule 3 of the Tamil Nadu Prevention of Cruelty to Animals (Conduct of
Jallikattu) Rules, 2017, it specifies in detail about the procedure for conduct
of Jallikattu and in addition to this, the Board is issuing the following
guidelines along with the directions of the Hon’ble Supreme Court of India as
given below:
iii. (i)The Collectors of the districts in
Tamilnadu shall ensure that the animals performing in the Jallikatu and related
events are registered in accordance with Chapter V of the 1960 Act, and the
rules thereunder and the requirements of the said Act are fulfilled.
iv. (ii)The Collectors shall ensure that the
conditions imposed in regard to the exhibition and participation of the animals
shall be implemented and followed by the persons organising the events and the
owners of the registered animals.
v. (iii)In view of the fact that the
respective Collectors will have the information about the Jallikatu and other
events at least
one month prior
to the actual events, the Collectors shall notify the Chennai Chapter of Animal
Welfare Board of India, (under acknowledgement), about the events to enable the
Animal Welfare Board to depute its representatives/animal inspectors/volunteers
to be observers for the events.

vi. (iv) Double-barricading of the arena
or the way through which the bulls pass through in order to avoid injuries to
the spectators and by-standers who can be permitted to remain within the
barricades;
vii. (v) Fixing up of gallery for the
spectators to sit and watch the proceedings. The gallery should be made with
strong sticks to permit occupation;
viii. (vi) The number of occupants in the
Gallery should not exceed the limit prescribed by Public Works Department
to avoid collapsing of the gallery. A safety certificate should be obtained
from the local Public Works Department authorities;
ix. (vii) The persons who wish to bring their
bulls should obtain prior permission and the organizers shall see that
the bulls are put to proper testing by Animal Husbandry authorities to ensure
that performance enhancement drugs are not administered to the bulls in any
form.
The authorities should also ensure
issuance of certificate about the relative strength of the bulls from the
Animal Husbandry Department officials. The Joint Director of Animal Husbandry
shall requisition the services of the experts from the nearby dispensaries
also. The animal selected should also be put to Nicotine Test, Cocaine Test before
a certificate of suitability of the bulls to participate in the event is issued
by the authorities;
x. (viii) The participants in the event
should also enroll their names in advance to the revenue authorities. They
should also be put to thorough check up by the Physicians available in the
medical team and only after their certification about the suitability of the
individuals; they should be allowed to participate in the event.
xi. (ix) Full fledged medical facility should
be made available near the Area so that quick and immediate attention can be
given to the injured participants. A mobile hospital and an ambulance
with necessary life saving drugs must be kept ready to rush the injured to the
Major hospitals, if warranted. The potency of the drugs must be ensured and got
certified by Medial Officer of local Government Hospital. Taking expired
tablets and drugs must be strictly avoided. Availability of Ambulances nearer
the arena must be ensured. It sufficient ambulances are not available with the
Government. Private ambulances must be secured and kept ready to meet emergent
contingencies during the event.
xii. (x) Potable drinking water supply as well as
sanitation facilities should be ensured by the local bodies (i.e.Village
Panchayat and Block Panchayat) in the village where the event is scheduled.
xiii. (xi) As exclusive dress for the participation can
also be thought of both for the sake of identification and to provide a charm
to the heroic game. At Alanganallur, yellow colour banians were supplied free
of cost to the participants which made identification of participants easy.
xiv. (xii) A Deputy Collector level Officer can be
nominated to look after each item of event management like checking up of
bulls, checking up of participants, checking up the barricading and gallery
arrangements, medical facilities, water supply and sanitary arrangements etc.
xv. (xii) Police Department should work out a bandobust
scheme and an Executive Magistrate is attached to the Special Police team.
xvi. (xiii) A preliminary meeting can be held with the
organizers and the Participants’ at least one day before the date of event and
rules are thoroughly explained to them. The rules can be framed in Tamil in a
Pamphlet -format and distributed to create better awareness.
xvii. (xiv) Two co-ordination meetings of Officials can
be held by the District Collector along with the Superintendent of Police first
by preliminary arrangements and the second one 5 days before the event.
xviii. (xv) During the event one day insurance
which is already in practice should be made compulsory for the bulls, bullocks,
bull owners, participants.
i. (xvi) ID cards can be issued by the
local organizations or temple trustees
xix. (xvii) Bull calves below the age of 3 & above
the age of 15 shall not be eligible to participate in the event.
xx. (xviii) The Vadivasal (the entrance) should be 12×15
feet.
xxi. (xix) The event should be from
9am to 5pm.
xxii. State Govt. and District
Administration will ensure that above guidelines are strictly followed. It will
also be ensured that one representative of Animal Welfare Board of India will
be associated with the inspection team having a representative of Animal
Husbandry department.
xxiii. The following persons are
authorized for the Inspection and the authorized team will inspect the events
based on the prior intimation received from the State/District Authorities:

Dr.
S. K.Mittal, Convenor of the Inspection team has briefed the members about the
action plan for conducting the inspection of the Jallikattu events to be held
at various places in Tamil Nadu and the requirement for strictly following the
guidelines and the Rules laid down for the conduct of Jallikattu events. It was
discussed that the procedure to followed as per the proforma of the Inspection
Report prepared by

the
AWBI along the list of documents to be verified during the inspection. The
inspection report format was developed which is enclosed for the approval of
Chairman, AWBI. The matter relating to security of the inspecting members and
also the supporting hands were discussed in the meeting. It was emphasized that
the recording of the events from the starting to the ending of the event
including the meetings and has to be co-ordinated with the Animal Husbandry
Department of the Govt. of Tamil Nadu and decided to meet the officials of the
Animal Husbandry Department in the post session.

During
the discussion, it was observed that the guidelines provided for the space
12x15 feet for vadivasal(point of release of bull) is not suitable as already
traditional vadivasals are made and it shall not be made mandatory or optional.
As informed by the members the Jallikattu events would be held at several
places and hence, more members shall be taken into the committee and the list
of proposed members is enclosed for the approval of the Hon’ble Chairman. In
the meeting, it was discussed that we need prior information from the Govt. of
Tamil Nadu regarding where and when the events is held (place, date and
timings). Hence, Ms.S. Jayandhi,
Director, AHD, TN was contacted and a meeting was fixed for one to one
discussion.
Her
office was visited by Dr. S.K. Mittal, Convenor, Dr. S.Bharat Kumar, HEO, AWBI,
Shri S.R. Sundaram, Legal Counsel, AWBI, Ms. Gohar Aziz and Shri S. Raja
Marthandan, Invitee. The matter was discussed in length and vital information
like last year’s list of jallikattu event and their inspection, hoarding /
awareness as per legal requirement were shown to the committee and also it was
decided to work in tandem. DrA.yub Khan, Deputy Director, (Incharge Jallikattu)
briefed the committee about the action plan of the Government of Tamil Nadu.
A meeting was arranged by the Director, AHD with the
Hon’ble Minister Shri Udumalai K. Radhakrishnan and Dr. K. Gopal, IAS,
Principal Secretary, AH and F, Govt. of Tamil Nadu. The Committee met the
Hon’ble Minister and the Principal Secretary, AH and F with the officials of
the department. The Board’s role and mandate was discussed with them and a
joint effort to make the jallikattu events in Tamil Nadu free from cruelty with
complete reporting was finalized. The Animal Husbandry officials appreciated
the AWBI’s move and assured full co-operation and joint action for cruelty free
Jallikattu events.
The gazette notification was yet to be issued and is in
process. A list of places where the jallikattu events are to be held was handed
over to the Committee. It was also agreed that on information from AWBI to AHD,
suitable for stay, security will be made by the department. The major events
looks to be held on 14th, 15th and 16th of
January, 2018 in Madurai District, Tamil Nadu. Submitted for kind perusal and
further directions of Hon’ble Chairman, AWBI.

Observation and Suggestion
· The Press coverage of Honorable Chairman
AWBI Sri SP Gupta in ec.2018 on JALLIKATTU and the mandate kept the ball rolling and a Committee for
inspection of Jallikattu events was formed.
· 1st meeting of the Committee
was held on 10.01.2018 at AWBI Chennai office and was attended by 25 animal
lovers as called by AWBI and/or Bharat Pranimitra Sangh Chennai
· It was surprising that AWBI had no
record of inspections, if any had been done in earlier years. No contact was
seen among Tamilnadu Animal Husbandry & other Departments on the issue
though through Press Release Guidelines were issued.
· Committee planned to inspect not all but
some important Jallikattu events looking the shortage of time and number of
events. It also decided to meet Animal Husbandry officials to get 1st
hand information.
· Dr.SK Mittal, HEO Dr. Bharatkumar, Smt.
Gauhar Aziz, Sri Raja Martand visited Directorate of Animal Husbandry and met
respected Director Smt. Jayandhi IAS, Principle Secretary AHF Dr.K.Gopal &
Honorable Animal Husbandry Minister Mr. Udumalai K.Radhakrishnan
· Director AH was very happy with AWBI
move and even Dy director incharge showed all paper cuttings carrying Honorable
Chairman’s Statement that Government is against Cruelty and Pain and not
against Tradition or ritual etc.
· Information regarding Jallikattu events
held in 2017 was provided to us along with steps taken for making the Painless
and Cruelty free EVENTS given to us and
an assurance of whole hearted support during AWBI inspection to different
events.
· 1st Pre inspection was made
on 13th January at Avaniypuram in Madurai District. Team was
satisfied with all floor arrangements and could stress at various points to be
taken care to make the event Painless and Cruelty free.
· On 14th Jan., 6.30 am we were
at the venue and could see hundreds of Bulla and Bull owners reaching assembly
point. Following points were covered during the inspection.

In the Jallikattu Events inspected so far we observed that
1.
All the events are attached with old tradition
with Temples. At the commencement we saw the Temple Bulls were worshipped at
Vadi Vassal by the Temple Priest, Collector, Dignitaries and Organizing
Committee members. Even TN CM & DCM performed the puja to these temple
Bulls.Oath was taken by all Tamers in line with all Acts & Rules before
commencing the event

Total time provided to each Bull and the Tamer
was appx. 60 Seconds. i.e. Removal of thread from Bull mouth, Bull entering in
Arena, Tamer jumping on Bull’s Hump, etc seen consuming 60 Seconds.
3.
Observed that Bulls Assembly point in specious
place BUT that Transport of Animal Rules of PCA Act and Sect. 125 E of Motor
Vehicle Act were seen in violation.It was brought to the notice of concerned
authorities to be followed in letter and spirit.
4.
Sufficient Teams of Doctors from Animal
Husbandry Department to see that each participating Bull is examined thoroughly
about its age, fitness, Toxicities, illness were observed. For example in every
hour app 60 Bulls checkup was required to maintain the speed of the event. So
6/7 separate teams were seen Checking 9/11 bulls in a hour. This time was felt
quite sufficient. Particularly to identify
liquor or toxic medicine, Chilly or any other powder effect or its use
special Dope testing kits were seen used.
5.
Sufficient Water and Fodder arrangement were
observed
6.
Passage to Vadivassal distancing app. 200/400
Mtr were fully barricaded and covered so that no mall practice shall take
place.
7.
Bulls observed entering in Vadivasal with their
owners with whom they are comfortable and the nose thread seen removed. Once or
twice some owners were by habit touched the tail but were debarred and sent out
of game.
8.
Bull free from all control seen entering in
Arena which was carpeted with app.10” thick Coir for Bulls and Tamers safety,
Tamers were seen provided with different color and numbered Tee Shirts. Tamers
were divided in Batch of 50 to 100 and each batch was permitted one hour for
taming the BULL. The Tamer was allowed only to catch Bull Hump. Whenever, two
tamers touched the Bull or touched its Horns or Tail were immediately debarred
from the game and their Tee shirt were removed.
9.
Viewer’s
Gallery was seen built as per CPWD Norms and Guidelines. But after some
distance it was observed that GALLERY was open for Bulls to enter and Hit the
poor viewers. This lapse resulted in different place in FATAL INJURIES.
10.
Collection point were observed needing more attention
as a question of safety thousands of viewers and also Bulls. Matter was taken
seriously and was advised suitably for the necessary precaution and coverage.
In Coimbatore event we saw the advice followed and so there was no chance of
any casualty.
11.
We observed very strong presence of Doctors,
Ambulance, Mobile Dispensaries, Red Cross and also Animal Ambulances, Vet.
Doctors to serve any injury to BULLS, TAMERS, BULL OWNERS, VIEWERS, VOLINTEERS
& OFFICIALS.
12.
Insurance for Bulls and Tamers and even the Total
event also seen. Finally, we saw winning more than 80% Bulls and 20% tamers.The
Bulls which were nourished for the whole year as a tool of Breed improvement
and as a pride for the whole village after winning and also the tamer who
struggle to prepare to tame a BULL who can be called 40 times stronger than
tamer only for a pride in his area for his family and Village.
Process is
continued and we have to witness and inspect several Jallikattu events in
coming 2/3 months. We seek your able comment, guidance and requirement to
improve our struggle.

After Worshipping Temple Bull near the Vadivasal and keenly observed that nothing shall be poured like chilli or other dangerous material the bull was released and crossed Arena. As ritual no one will touch the Temple bull.
Hon’ble TN Minister Mr. Udaikumar ceromonized the Oath to all players/Tamers and thanked AWBI GOI for its guidance and flagged the Event.
District Administration divided the Tamers in Group of 50 wearing duly numbered and different colored Tee Shirts and the game commenced.
It was observed that Bull owner with registration token was getting the bull medically examined. 7 team of Doctors in 7 different Rows were examining the Bull for its age, Medical Fitness, and toxic and alcohol consumption as per the AWBI guidelines and were issuing Fitness Certificate. Checkup commenced at 6.45 AM and by 8.00 am app. 50 Bulls were ready standing in Q for the participation

Event commenced at 8.30/45 AM: Each Bull thread was cut and removed inside Vadivasal and freed to enter in Arena.
The Rule of Game is that Within Arena portion sized appx 70 mtrs X 30 Mtrs has to hold Bull Hump to win otherwise Bull/ Bull owner will be declared as Winner. Mostly 80% Bulls only seen winning in the Game.
Tamers/ Participants were waiting outside just like in a queue on both the sides of Vadi Vasal and one participant jumped toward the Bull to Catch it by HUMP.
Inside the Vadivasal if any owner seen twisting the tail or hitting the bull to push him to Arena was warned and debarred from the game. Same way if any tamer seen catching the bull by tail or horns OR more than one Tamer tried or jump on bull than both were shown the gate by removing their participation Tee Shirt. Each Batch was allowed to stay in Arena for one hour and another batch with different colored Tee shirt was brought to play
Winner Owner / Tamer collected their prize and tamer who could catch more number of bulls were included to participate.
In last 1st, 2nd & 3rd Tamer were declared on the basis of the number of Bulls they tamed same way 5 Bull owners were declared Best Bulls of the Event.
Comment: Jallikattu event in Avanipuram is old traditional ritual attached with the Temple but in Municipal limits. Event was normally very safe, Well organized, free from any Cruelty or pain except minor incidents BUT taken care by strong Veterinary & Medical Team present.

Event was normally very safe BUT with a Fatal injury to a Viewer far away from Aren Well organized, free from any Cruelty or pain except minor incidents BUT taken care by strong Medical Team present.

Checked Bulls Assembly point, Medical Checkup, Bull walking passage to Vadivasal, Vadi Vasal, Arena, Bull running passage, Viewer Gallery, Bull collection point, Medical arrangements for Human and humane treatment.
16th Jan., 2018 team arrived at event venue at 6.30 AM to witness Bull Assembly and Registration point. Different points were covered by respected team members with the help of AH & police officials.
After Worshipping Temple Bull near the Vadivasal and keenly observed that nothing shall be poured like chilli or other dangerous material the bull was released and crossed Arena. As ritual no one will touch the Temple bull.
Hon’ble TN CM Sri Palaniswamy, Dy. CM Sri O Paneersalavam, & Revenue Min. Mr. Udaikumar gave the Oath to all players/Tamers &flagged the Event.
District Administration divided the Tamers in Group of 50 wearing duly numbered and different colored Tee Shirts and the game commenced.
It was observed that Bull owner with registration token was getting the bull medically examined. 7 team of Doctors in 7 different Rows were examining the Bull for its age, Medical Fitness, and toxic and alcohol consumption as per the AWBI guidelines and were issuing Fitness Certificate.

ready standing in Qin well covered passage. Event commenced at 10.15/30 AM: Each Bull thread was cut and removed inside Vadivasal and freed to enter in Arena.
The Rule of Game is that Within Arena portion sized appx 70 mtrs X 30 Mtrs has to hold Bull Hump to win otherwise Bull/ Bull owner will be declared as Winner. Mostly 80% Bulls only seen winning in the Game.
Tamers/ Participants were waiting outside just like in a queue on both the sides of Vadi Vasal and one participant jumped toward the Bull to Catch it by HUMP.
Inside the Vadivasal if ny owner seen twisting the tail or hitting the bull to push him to Arena was warned and debarred from the game. Same way if any tamer seen catching the bull by tail or horns OR more than one Tamer tried or jump on bull than both were shown the gate by removing their participation Tee Shirt. Each Batch was allowed to stay in Arena for one hour and another batch with different colored Tee shirt was brought to play
Winner Owner / Tamer collected their prize and tamer who could catch more number of bulls were included to participate.
In last 1st, 2nd & 3rd Tamer were declared on the basis of the number of Bulls they tamed same way 5 Bull owners were declared Best Bulls of the Event.
Comment: Jallikattu event in Chettipalayam in Covy is held after 1979 Event arrangements can be called Model with all precautions & was normally very safe, Well organized,particularly the Viewer’s Gallary and Collection point free from any Cruelty or pain except minor incidents BUT taken care by strong Vet & Medical Team present.
